When documents issued in Japan, such as official certificates or contractual documents, are to be used in the United Arab Emirates (UAE), consular legalization (also known as attestation) may be required by the relevant government authority or organization.

When documents issued in Japan are to be used overseas, the procedure is often completed by obtaining an Apostille issued by the Ministry of Foreign Affairs of Japan. However, since the United Arab Emirates (UAE) is not a party to the Hague Convention (Apostille Convention), documents issued in Japan generally require consular legalization by the UAE Embassy when they are to be used in the UAE.

Documents that may require consular legalization for use in the UAE include, for example, the following:

・Corporate documents (Certificate of Registered Matters, Articles of Incorporation, Board of Directors’ meeting minutes, etc.)
・Commercial documents (invoices, certificates of origin, sales agreements, etc.)
・Various contracts (agency agreements, service agreements, etc.)
・Personal documents (birth certificates, marriage certificates, family register–related documents, etc.)
・Academic certificates (graduation certificates, academic transcripts, etc.)
・Private documents such as powers of attorney and affidavits

In order to obtain consular legalization for the UAE for these documents, it is generally necessary to complete the following procedures in sequence, depending on the type of document and the requirements of the authority to which the documents will be submitted.

  1. Notarization by a notary public (in the case of private documents, etc.)
  2. Authentication of the official seal (公印確認) by the Ministry of Foreign Affairs of Japan
  3. Consular legalization by the Embassy of the United Arab Emirates (UAE) in Japan

In addition, depending on the requirements of the receiving authority, an English translation of the Japanese documents and a certificate of translation may also be required.

To obtain consular legalization at the UAE Embassy, the documents must first be translated into English or Arabic. If the original document is already in English or Arabic, it can be submitted as it is. However, if the original document is written in another language, the application will generally not be accepted.

After the documents have been translated into English or Arabic, they must undergo notarization of the private document, certification of the notary public’s seal, and authentication of the official seal, as is commonly required for legalization procedures at other embassies and consulates.

After the translation is completed, an online application must be submitted through the UAE Ministry of Foreign Affairs website, and the application fee must be paid. Prior to this, however, it is necessary to install the UAE PASS application designated by the UAE Ministry of Foreign Affairs on a smartphone and complete identity verification using a passport.
Please note that even if you access the UAE Ministry of Foreign Affairs website, you will not be able to submit the online application unless identity verification through UAE PASS has been completed. Once the online application and payment of the application fee have been completed, a payment confirmation document called an ATS Slip will be sent by email.

After that, the document to be legalized and the following required documents must be submitted to the UAE Embassy to apply for consular legalization.

  • Original document for legalization (with official seal authentication (公印確認) by the Ministry of Foreign Affairs of Japan)
  • Color copy of the document to be legalized
  • ATS Slip
  • Photo ID of the visitor (person submitting the application)

Once the application is accepted, and provided there are no deficiencies in the documents, the legalized document will be handed over on the spot.

Please note that the UAE Embassy accepts consular legalization applications on weekdays from 9:00 AM to 12:00 PM and 1:00 PM to 4:00 PM, excluding UAE and Japanese public holidays. During the Ramadan period, the reception hours may be shortened.
