When using documents issued in Japan, such as official certificates or commercial documents, in Qatar, consular legalization (also known as attestation) may be required by the relevant government authorities or organizations in Qatar.
In many cases, documents issued in Japan can be used overseas with an apostille issued by the Ministry of Foreign Affairs of Japan, which completes the authentication process. However, since Qatar is not a member of the Hague Apostille Convention, documents issued in Japan generally require consular legalization by the Embassy of Qatar when they are to be used in Qatar.
Examples of documents that may require consular legalization for use in Qatar include the following:
- Corporate documents (e.g., Certificate of Registered Matters, Articles of Incorporation, Board of Directors’ minutes)
- Commercial documents (e.g., invoices, certificates of origin, sales contracts)
- Contracts and agreements (e.g., agency agreements, service agreements)
- Personal documents (e.g., birth certificates, marriage certificates, family registry documents)
- Educational documents (e.g., diplomas, academic transcripts)
- Private documents such as powers of attorney (POA) and affidavits
To obtain consular legalization for use in Qatar, the following procedures are generally required, depending on the type of document and the requirements of the receiving authority:
- Notarization by a notary public (required for private documents, etc.)
- Authentication by the Ministry of Foreign Affairs of Japan
- Consular legalization by the Embassy of Qatar in Japan
In some cases, depending on the requirements of the receiving authority, an English translation and a certificate of translation may also be required for documents in Japanese.
-
You would like the documents legalized by the Embassy of Qatar to be delivered overseas.
-
You have a tight schedule and need to obtain consular legalization from the Embassy of Qatar as quickly as possible.
-
It is difficult for you to visit the embassy during weekday business hours to submit or collect documents in person.
-
You would like to handle all procedures—including translation (certified translation), notarization, Legal Affairs Bureau certification, Ministry of Foreign Affairs authentication, and embassy submission—in one place.
-
You would like to avoid unnecessary time and costs caused by procedural errors.

To obtain consular legalization at the Embassy of Qatar in Japan, the documents must first be translated into English. If the original document is already in English, no translation is required. However, documents written in Japanese or any language other than English will not be accepted unless they are accompanied by an English translation.
After the documents have been translated into English, they must undergo the standard authentication process, as required by most embassies. This typically includes notarization (for private documents), certification of the notary’s signature, and authentication by the Ministry of Foreign Affairs of Japan.
Once the documents are ready, submit the documents for legalization along with the following required documents to the Embassy of Qatar in Japan to apply for consular legalization.
- Original document to be legalized (with authentication by the Ministry of Foreign Affairs of Japan)
- Copy of the document (black and white, clipped together)
- Application form
Once your application is accepted, you will be given a payment slip at the counter. You must take this slip to the designated bank to complete the payment.
After making the payment, return to the Embassy of Qatar in Japan and submit the payment receipt at the counter to complete the application process.
Please note that the application fee can only be paid using this payment slip at the designated bank. Advance payment, ATM transfers, and credit card payments are not accepted.
After the application is completed, the legalized documents are generally returned three business days later.
Documents can be collected in person at the Embassy of Qatar in Japan, or they can be returned by mail if a self-addressed return envelope is submitted at the time of application.
