When using documents issued in Japan, such as official certificates or commercial documents, in Thailand, consular legalization (also known as attestation) may be required by the relevant government authorities or organizations in Thailand.

In many cases, documents issued in Japan can be used overseas with an apostille issued by the Ministry of Foreign Affairs of Japan, which completes the authentication process. However, since Thailand is not a member of the Hague Apostille Convention, documents issued in Japan generally require consular legalization by the Embassy of Thailand when they are to be used in Thailand.

Examples of documents that may require consular legalization for use in Thailand include the following:

  • Corporate documents (e.g., Certificate of Registered Matters, Articles of Incorporation, Board of Directors’ minutes)
  • Commercial documents (e.g., invoices, certificates of origin, sales contracts)
  • Contracts and agreements (e.g., agency agreements, service agreements)
  • Personal documents (e.g., birth certificates, marriage certificates, family registry documents)
  • Educational documents (e.g., diplomas, academic transcripts)
  • Private documents such as powers of attorney (POA) and affidavits

To obtain consular legalization for use in Thailand, the following procedures are generally required, depending on the type of document and the requirements of the receiving authority:

  1. Notarization by a notary public (required for private documents, etc.)
  2. Authentication by the Ministry of Foreign Affairs of Japan
  3. Consular legalization by the Embassy of Thailand in Japan

In some cases, depending on the requirements of the receiving authority, an English translation and a certificate of translation may also be required for documents in Japanese.

  • You would like the documents legalized by the Embassy of Thailand to be delivered overseas.
  • You have a tight schedule and need to obtain consular legalization from the Embassy of Thailand as quickly as possible.
  • It is difficult for you to visit the embassy during weekday business hours to submit or collect documents in person.
  • You would like to handle all procedures—including translation (certified translation), notarization, Legal Affairs Bureau certification, Ministry of Foreign Affairs authentication, and embassy submission—in one place.
  • You would like to avoid unnecessary time and costs caused by procedural errors.

To obtain consular legalization at the Embassy of Thailand in Japan, the documents must first go through the standard authentication process required by most embassies and consulates, including notarization (for private documents), certification of the notary’s signature, and authentication by the Ministry of Foreign Affairs of Japan. In addition, if the document to be legalized is written in Japanese, it must be translated into English.

After the authentication by the Ministry of Foreign Affairs has been completed, you must make an appointment for consular legalization through the Embassy of Thailand’s online reservation system (https://thaiconsularservice.jp/tokyo-ninsho/). Once the reservation is completed, you should visit the Embassy of Thailand on the scheduled date and time, bringing the printed appointment confirmation sent to you by email together with the following required documents.

  • Original document to be legalized (with authentication by the Ministry of Foreign Affairs of Japan)
  • Copy of the document (black and white)
  • Application form (sent by email after completing the online reservation; must be printed and brought with you)
  • Self-addressed Letter Pack
  • Application fee: JPY 3,000 per legalization seal
(If a Thai translation is required, an additional JPY 3,000 fee will apply)

Please note that you will not be allowed to enter the embassy if you forget to bring the printed appointment confirmation.

After the application is completed, the legalized documents are generally dispatched approximately three business days later.

Principal Administrative Scrivener, Immigration Lawyer SUGITA International Office

Thank you very much for visiting the website of Japan Apostille Center.

Our center is operated by Immigration Lawyer SUGITA International Office, an administrative scrivener office. Our office has long been engaged in a wide range of international services, primarily focusing on immigration and residence status procedures. Through these activities, we have come to recognize the importance of apostilles and consular legalization, which are required when Japanese public documents are used overseas, based on numerous practical cases.

However, authentication procedures differ depending on the destination country and the type of document, and the process is not always easy for the general public to understand. For this reason, in order to provide more specialized and focused support for document authentication, we established a structure in which SUGITA International Office handles immigration-related services, while Japan Apostille Center manages apostille and consular legalization procedures as a dedicated division.

At our center, we carefully guide clients through the authentication procedures required for Japanese documents to be properly used abroad, taking into account the circumstances of each individual case. Even if you are unsure which procedure is required or what documents are necessary, we will review your situation and explain the process as clearly as possible.

If you have any questions or concerns when using Japanese documents overseas, please feel free to contact us.
