However, since Thailand is not a member of the Hague Apostille Convention, documents issued in Japan generally require consular legalization by the Embassy of Thailand when they are to be used in Thailand.
Examples of documents that may require consular legalization for use in Thailand include the following:
- Corporate documents (e.g., Certificate of Registered Matters, Articles of Incorporation, Board of Directors’ minutes)
- Commercial documents (e.g., invoices, certificates of origin, sales contracts)

- Educational documents (e.g., diplomas, academic transcripts)
- Private documents such as powers of attorney (POA) and affidavits
To obtain consular legalization for use in Thailand, the following procedures are generally required, depending on the type of document and the requirements of the receiving authority:
- Notarization by a notary public (required for private documents, etc.)
- Authentication by the Ministry of Foreign Affairs of Japan
- Consular legalization by the Embassy of Thailand in Japan
In some cases, depending on the requirements of the receiving authority, an English translation and a certificate of translation may also be required for documents in Japanese.

To obtain consular legalization at the Embassy of Thailand in Japan, the documents must first go through the standard authentication process required by most embassies and consulates, including notarization (for private documents), certification of the notary’s signature, and authentication by the Ministry of Foreign Affairs of Japan. In addition, if the document to be legalized is written in Japanese, it must be translated into English.
After the authentication by the Ministry of Foreign Affairs has been completed, you must make an appointment for consular legalization through the Embassy of Thailand’s online reservation system (https://thaiconsularservice.jp/tokyo-ninsho/). Once the reservation is completed, you should visit the Embassy of Thailand on the scheduled date and time, bringing the printed appointment confirmation sent to you by email together with the following required documents.
- Original document to be legalized (with authentication by the Ministry of Foreign Affairs of Japan)
- Copy of the document (black and white)
- Application form (sent by email after completing the online reservation; must be printed and brought with you)
- Self-addressed Letter Pack
- Application fee: JPY 3,000 per legalization seal
(If a Thai translation is required, an additional JPY 3,000 fee will apply)
Please note that you will not be allowed to enter the embassy if you forget to bring the printed appointment confirmation.
After the application is completed, the legalized documents are generally dispatched approximately three business days later.
