When using documents issued in Japan, such as official certificates or commercial documents, in Kuwait, consular legalization (also known as attestation) may be required by the relevant government authorities or organizations in Kuwait.
In many cases, documents issued in Japan can be used overseas with an apostille issued by the Ministry of Foreign Affairs of Japan, which completes the authentication process. However, since Kuwait is not a member of the Hague Apostille Convention, documents issued in Japan generally require consular legalization by the Embassy of Kuwait when they are to be used in Kuwait.
Examples of documents that may require consular legalization for use in Kuwait include the following:
- Corporate documents (e.g., Certificate of Registered Matters, Articles of Incorporation, Board of Directors’ minutes)
- Commercial documents (e.g., invoices, certificates of origin, sales contracts)
- Contracts and agreements (e.g., agency agreements, service agreements)
- Personal documents (e.g., birth certificates, marriage certificates, family registry documents)
- Educational documents (e.g., diplomas, academic transcripts)
- Private documents such as powers of attorney (POA) and affidavits
To obtain consular legalization for use in Kuwait, the following procedures are generally required, depending on the type of document and the requirements of the receiving authority:
- Notarization by a notary public (required for private documents, etc.)
- Authentication by the Ministry of Foreign Affairs of Japan
- Consular legalization by the Embassy of Kuwait in Japan
In some cases, depending on the requirements of the receiving authority, an English translation and a certificate of translation may also be required for documents in Japanese.
-
You would like the documents legalized by the Embassy of Kuwait to be delivered overseas.
-
You have a tight schedule and need to obtain consular legalization from the Embassy of Kuwait as quickly as possible.
-
It is difficult for you to visit the embassy during weekday business hours to submit or collect documents in person.
-
You would like to handle all procedures—including translation (certified translation), notarization, Legal Affairs Bureau certification, Ministry of Foreign Affairs authentication, and embassy submission—in one place.
-
You would like to avoid unnecessary time and costs caused by procedural errors.

To obtain consular legalization at the Embassy of Kuwait in Japan, the documents must first go through the standard authentication process, similar to other embassies. This typically includes notarization (for private documents), certification of the notary’s signature, and authentication by the Ministry of Foreign Affairs of Japan.
According to the official website of the Embassy of Kuwait in Japan, there is no specific language requirement for the documents. However, since consular legalization is intended for use outside Japan, it is recommended to prepare the original document in English, or to attach an English translation to the original and have them authenticated together.
Please note that the name of the receiving authority in Kuwait must be stated on the original document.
If the receiving authority is not specified, or when applying for legalization of the following documents:
(1) medical certificates,
(2) police clearance certificates, and
(3) educational certificates (such as diplomas),
an English cover letter indicating the name and address of the receiving authority in Kuwait is required.
Once the required documents have been prepared, submit the documents for legalization along with the following supporting documents to the Embassy of Kuwait in Japan to apply for consular legalization.
- Application form
- Original document to be legalized (with authentication by the Ministry of Foreign Affairs of Japan)
- Copy of passport
(required when applying for legalization of: (1) medical certificates, (2) police clearance certificates, and (3) educational certificates such as diplomas)
Consular legalization at the Embassy of Kuwait in Japan can be applied for either in person or by mail. When applying by mail, in addition to the required documents listed above, you must enclose a self-addressed Letter Pack (return envelope) and the application fee, and send the package by registered cash mail.
If you apply in person, applications are accepted Monday to Friday from 10:00 AM to 2:00 PM (lunch break from 12:00 PM to 1:00 PM).
Documents can generally be collected from the second business day after the application date.
The consular legalization fees are as follows:
- JPY 5,000 per document for all other documents
- JPY 10,000 per document for invoices
- JPY 15,000 per document for certificates of origin
