When a Japanese academic certificate is needed for use in Qatar — for example, for university admission and employment-visa applications in Qatar — it must go through consular legalization, since Qatar is not a member of the Hague Apostille Convention.
This page explains, specifically for Qatar, which academic document is typically required, how the consular legalization procedure works at the Embassy of Qatar in Japan, and how translation requirements are handled. For a full explanation of the different Japanese academic certificates — including which school types are eligible for a Certification of Official Seal or Apostille — please see our Academic Certificates guide. For general information about consular legalization for Qatar covering all document types, please see our Qatar country page.

Which Academic Document Do You Need?
Graduation Certificate, Transcript, and Degree Certificate
In most cases, a Certificate of Graduation is sufficient to prove that you graduated. For procedures involving detailed academic screening, credit recognition, or professional licensing, an Academic Transcript is often required as well.
If proof of a conferred degree is specifically required, note that a Diploma is generally a one-time, non-reissuable original handed out at the graduation ceremony. In this case, a Certificate of Degree Conferral — a reissuable certificate with the same content — is used instead.
The exact document required depends on the specific procedure and the authority in Qatar requesting it, and also on which school issued it: whether a Certification of Official Seal or a direct Apostille can be obtained differs significantly between national/public universities, private schools, and vocational schools. We recommend confirming the required document with the receiving authority, and confirming the school-type eligibility with us. For the full breakdown by school type, please see our Academic Certificates guide.
* The above is the base price per single document. The total increases depending on the number of documents, translation, and notary/consular legalization fees.
Consular Legalization Procedure at the Embassy of Qatar for an Academic Certificate
Step-by-Step Procedure for Qatar
Consular Legalization Procedure at the Embassy of Qatar for an Academic Certificate
Step-by-Step Procedure for Qatar
Consular legalization for Qatar generally follows these steps:

- Notarization by a notary public (required for certificates from private or vocational schools, or if a translation is to be bound with the original as one set)
- Authentication by the Ministry of Foreign Affairs of Japan
- Consular legalization by the Embassy of Qatar in Japan
Documents must first be translated into English — the Embassy of Qatar will not accept an application if the original is in Japanese or in any language other than English, unless an English translation is attached. At the time of application, the MOFA-authenticated original, a black-and-white copy (clipped together, not stapled), and a completed application form must be submitted.
The application fee is paid using a payment slip issued at the embassy counter, which must then be paid at a designated bank; advance payment, ATM transfers, and credit card payments are not accepted.
Legalized documents are generally returned around three business days later, either in person or by mail if a self-addressed return envelope is submitted at the time of application.
Translation Requirements
What Is Required for Qatar
Translation Requirements
What Is Required for Qatar
Depending on the receiving authority, an English translation bound together with the original document may be required, in addition to notarization and MOFA authentication. Since the Embassy of Qatar's specific requirements can change, we recommend confirming current requirements before starting the process.
Since these documents are issued only in Japanese, requirements for the Embassy of Qatar can vary by case. We strongly recommend confirming in advance with the receiving authority in Qatar whether a translation is required, and if so, whether the original and translation must be bound together as one set.
